Il Casale della Piana di Caiazzo, oggi Piana di Monte Verna diventa Comune a se con la denominazione di: “La Piana”.
Dai documenti recuperati all’archivio di Stato di Caserta, si evince (fig.1) da una nota dell’Intendente della Provincia di Terra di Lavoro, datato Tre Giugno del 1806, un primo atto indirizzato all’istituendo “Comune di Piana”.

Il primo Gennaio 1807 ha inizio la Storia del Comune della Piana.
Il Sindaco è il sig. Stefano Mone , il quale in data 12.07.1807 nomina a seguito di maggioranza di voti conseguite nel consiglio, il Magg. Ferdinando Funaro Cancelliere ed Archiviario della Comune della Piana di Caiazzo.
Anche Villa Santa Croce ha un suo Sindaco. Infatti dal 1807 al 1809, Villa Santa Croce, ha assunto la status di Comune a sé. Nicola Barbiero è il primo degli unici tre Sindaci di Villa fino al Settembre 1807 quando il Sindaco di Villa Santa Croce diviene Agostino Anziano.
C’è da fare una precisazione; all’epoca non era il popolo ad eleggere direttamente il Sindaco, ma la lista dei candidati, veniva sottoposta all’attenzione dell’Intendente di Terra di Lavoro, il quale faceva una “cernita” dei nominativi, secondo quelle che erano le sue indicazioni, ovvero eliminava a sua discrezione, probabilmente anche su indicazioni del Sacerdote del paese taluni nominativi. In the specific case of Piana we still have a document, or a petition of Angelo Santabarbara (Figs. 2 and 3), to the Local Land of Work dated 1808, which indicates that wants to be relieved from the post of Mayor, as such honor and responsibility was not well received at the time, in almost all municipalities in the district of Caiazzo. A Caiazzo, (writes Nicola Santacroce in his work cited above) on the contrary, there was a strong desire to assume the office of Mayor or settlers, given the fact that both public and private interests were most felt, and then assuming that charge could be treated with more confidence.


The fate of Villa Santa Croce is different. In fact it is in the early years, as announced, was assigned as a district court to Sasso. This year until 1811 when a decree of May 4 No 922 "on provincial boundaries, districts, and districts, in the district of Capua were established two new districts of Caiazzo (consisting of Caiazzo, Piana, S. Villa Croce, Alvington, Dragoni, Countryside, Squille, Alvignanello, Raia, St. John and Paul) and Formicola (consisting of houses and Formicola, Sasso and houses, slaves and houses, farmhouses and Pontelatone, Bay and Latin America).

Nel Dicembre del 1807, accade un fatto nuovo per l’ Amministrazione di Piana. Infatti tutto il Consiglio del Decurionato, composto da Bartolomeo Mone, Angelo Santabarbara, Giacomo Mone, Innocenzo Camerota, Domenico Perretta, Giuseppe Mone, Bennardino Mastroianni (sic), Antonio Mone e Domenico Fiorillo scrivono una lettera al Regio Intendente di Terra di Lavoro, Sig. Lelio Parisi, con la quale chiedono giustizia per il comportamento secondo loro sbagliato del Sindaco Stefano Mone. Dalla lettera ricopiata fedelmente ( figg. 5,6,7 e 8 ) si evince quanto segue:
"The City of the Plains of Decurionate Caiazzo [1] div.te (sic) the exhibits, that the discussion in [.] Only to the City Mayor D. Stephen Mone, took charge of what is necessary, after a lot of things to disguise Stewardship Council, and without exorbitant approve many matches for his benefit only, deceiving individuals of that Decurionate rustic and inexperienced to sign and approve the State aforesaid. The population consists of about 1200 souls, including foreigners, for the most part is very poor, having to procure subsistence hill daytime fatigue of the arms. Yet the mayor said the election by dropping [2] the Master in his person and that of the master himself of his wife, did his best to assign six ducats a month to the Master and the Mistress 30 pugs, so to enjoy the benefit of a simple one hundred and eight ducats a year without labor or none fatiga while there are that only two other guys Abich [3] , who are inclined to learn to read, and two girls, who were induced to learn to keep the needle and thread in hand, and this in fact de 'decided needs of the Municipality, through which it is necessary to impose a tax on extraordinary wine. Chancellor will pay the first 15 ducats a year. The supp. (sic) with the weight of the Archives agreed to the 20. The Mayor worked with indirect purpose of increasing the salary to 40 ducats. The Supplicant uses Decurionate to his justice and retracting the same to the Mayor for approval on these very heavy and intolerable matches, riv.l (sic) please order the amendment and correction of the same, removing the Mayor, and his wife from 'office of Master and Teacher, which is exercised by others with tenuous salary. There [... ..] "
signed the aforementioned settlers.
[1] The administration wrote Piana di Caiazzo, but the name of the City was flat, then in 1810 will take the name of Plain City convened and Villa Santa Croce.
